Bruce wakes up at the docks with no trace of Leader and his boat. After talking to a boy fishing on the docks, he finds out that Leader has visited the Docks oftern and heads back to his place to check satelite imagery. He is then interupted by two government agents, sent by General Ross. This confrontation causes only a partial shift, with only Bruce's forearms and hands changing to the Hulk.
 
Bruce, even partially shifted, escapes the agents and heads on boat to the Leaders island. There he is captured, and Leader reveals that his device absorbs the Gamma radiation from Bruce which can then be used to expose others. Bruce will slowly regenerate his lost Gamma power but the loss is what is causing his inability to shift to the Hulk correctly.
 
Leader straps Bruce down and attempts to extract all his Gamma power once and for all.
